C~SAN HIV/AIDS INITIATIVE

  • Background
The Democratic Nurses Organization of South Africa (DENOSA) and the International Council of Nurses (ICN) organized a satellite meeting at the International HIV/AIDS Congress (Durban, 2000) to discuss the impact of HIV/AIDS on nurses and midwives globally. These discussions lead DENOSA and the Canadian Nurses Association (CNA) to submit a joint proposal to the Canadian International Development Agency (CIDA) in 2001. CIDA and South Africa’s National Treasury undertook a review to establish priorities 2003-2008. It was agreed that “South Africa required technical assistance to build the capacity to implement its policies and provide access to basic services for its most disadvantaged residents”.

The study, “HIV/AIDS in South Africa: A Review and Options for CIDA Support” found that “the gap between prevention efforts and the emerging needs for care and support widens daily. The health services are overburdened”. It was agreed that CIDA’s bilateral program would strive to “help stabilize and reduce the incidence and impact of HIV/AIDS”. The DENOSA-CNA proposal to increase the capacity of nurses in the health sector to reduce the impact of HIV and AIDS on individuals, families, and communities coincided with this overall direction. CNA and CIDA signed a five-year bilateral agreement in October 2003. CNA and DENOSA signed a contract in April 2004. The project is titled “Canada-South Africa Nurses HIV/AIDS Initiative”.
